ents and chiefs of tything must be appointed to discharge the duties of the supervision, in order that the shipping be registered in tythings under a proper system of guaran- tees, the bonds for which are to be depo- sited with the proper authorities. vessels already afloat must likewise in com-4 pliance with the regulations be provided with new registers, and every vessel pro- cceding to sea must carry her register on board and be prepared to submit the same to, inspection. The registers must be renewed periodically, at the expiry of five years from the date of issue; and any ven- sel found to be unprovided with a register shall ou discovery be forthwith seized and severely dealt with.
